NOAA NESDIS mission is to archive and disseminate the nation's oceanic, climatic, and geophysical data and information products. The National Virtual Data System (NVDS) was directly aimed at providing operational and tactical efficiencies in meeting the NOAA NESDIS mission while also providing new strategic capabilities -- i.e. inter-relating data, e-commerce capabilities, etc.

 

KeyLogic personnel supported the complete system development lifecycle for NVDS spanning over five years. The project followed a Standards Based Architecture (SBA) approach to IT strategic planning, which involves:

·         Architectural framework and vision,

·         Baseline architecture (AS-IS)

·         Target architecture (TO-BE)

·         Concept of Operations

·         Migration Plan,

·         Implementation Plan

·         Training & Operational support.

 

The program was managed using sound management and systems engineering concepts, including performance based management, Configuration Management (CM), and rapid development methodologies.

 

Systems engineering services include:

·         Analyze and provide systems/users requirements

·         Conduct risk analysis and ID alternatives

·         Develop system design

·         Analyze software requirements

·         Develop preliminary design

·         Develop detailed design

·         Conduct code development and write software

·         Software testing

·         System integration testing

·         Analyze test results and develop mitigation strategy

·         Production and deployment

·         Sustainment

 

KeyLogic, under subcontract to TMC Technologies, directly supported all related functions, including:

·         Budget formulation and tracking

·         Compliance with all Federal IT planning directives

·         Strategic planning

·         Oversight

·         Verification of work performed

 

The system has resulted in significant operational cost savings to NOAA by leveraging modern IT and Geological Information System (GIS) technologies within their web portal access to their numerous data products.
