KeyLogic Systems is familiar with "both ends"
of the OMB 300 Reports, as our projects for the Office of
Management and Budget (OMB) included the development of the
OMB "Information Technology Budget Reporting System", which
tracks Form 300 submissions and multiple scorecard versions.
Using this experience, KeyLogic Systems, as a
sub to Booz Allen Hamilton, assisted the U.S. Department of
Housing and Urban Development (HUD) with a wide range of
tasks that aligned individual projects with corporate
objectives. This was in accordance with the Government
Performance and Results act (GPRA), the Clinger Cohen Act
and OMB Circulars A-11 and A-130.
These projects included:
Earned Value Calculation and Variance
Analysis Support

Perform earned value calculations on
major HUD IT initiatives

Development of cost curve
graphics that plot budgeted cost of work scheduled,
budgeted cost of work performed and actual cost of work
performed for major HUD IT initiatives.
Performance Measurement Development
We worked with HUD to develop strategies,
project performance goals, measures and metrics consistent
with OMB A-11 standards for FY 2005. This included:

Verifying the intent and
importance of existing goals, metrics and data. (Asking,
“Do these metrics make sense?”)

Developing logic models
to link IT initiatives to program goals and processes
and key performance goals to metrics.

Developing new goals,
metrics and measurement methods as needed for FY 2005
and 2006 that were consistent with revised OMB A-11
guidance.
Post Implementation Review Support

Assisted in the planning,
development, coordination and execution of Post
Implementation Reviews of major HUD initiatives

Developed Post Implementation User guides
for each review

Participated in data collection and
project evaluation

Developed briefing
materials for the Project Management Review Board for
each review

Identified and documented Lessons Learned
and made recommendations for modifying the Post
Implementation Review Processes

development of approaches and strategies that enable HUD
to share information regarding HUD IT project successes
and challenges

development of a library of project information to help
establish an organization knowledge management system in
which both successes and failures can be used for
learning purposes
