KeyLogic to Support EPA Financial System
Modernization Project
On February 12, 2007, CGI
Federal (CGI) and their team, including KeyLogic, won a contract to support
the Environmental Protection Agency’s (EPA’s) Financial System Modernization
Project (FSMP). Under the ten year contract, valued at $84 million,
the team will work to modernize the agency’s financial system and migrate
its IT hosting and application management activities to CGI under the
Financial Management Line of Business (FMLoB) initiative. This award
culminates the first large-scale financial system procurement conducted by a
CFO Act federal agency under the FMLoB. In hosting the solution at
their southwest U.S. data center, CGI serves as a commercial shared service
provider (SSP) and a private Center of Excellence.

KeyLogic, serving
as one of several subcontractors, was chosen for this effort because
of our extensive EPA budget expertise,
gained
from nearly ten years of integrating budget and performance data for the
EPA’s headquarters and ten regional offices.
Our team developed the award-winning BAS for the OCFO. BAS automates
the agency’s budget formulation process, taking it from a distributed
process involving spreadsheets and local databases to
a centralized real-time application used nationwide by all EPA offices.
With KeyLogic’s support, the EPA has realized substantial improvements in
data quality and overall timeliness, established a real-time reporting
system, and automated nightly reports comparing budget data with actual
spending. BAS allows EPA personnel
to complete budgeting tasks more
efficiently and focus their efforts on their ultimate goal – a cleaner
environment.
