Seaport-e Contract
In April, KeyLogic was
one of 151 contractors to receive the U.S. Navy's Seaport-e
Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Contract
(MAC). Seaport-e was created by the Naval Sea Systems Command (NAVSEA)
to organize the procurement process of Professional Support Services
(PSS) faster and more efficiently, while also meeting the terms of a
directive from the Office of the Secretary of Defense (OSD) insisting
that 50% of all support service be procured using performance-based
contracting by 2005. Like KeyLogic, 68% of the Seaport-e MAC
awardees are small businesses.
The Seaport procurement portal provides a
secure, automated procurement process that improves processing time and
the ability to take advantage of numerous acquisition reform initiatives
including award term contracting, reverse auctioning and approvals via
electronic signature, which allow Program Managers to select solutions
that meet their PSS requirements. Seaport is functional and
web-based; the system allows requirements to be defined and proposals to
be solicited, submitted and evaluated from any location. All
solicitations, task orders and contract documents are captured in an
electronic resource library to provide accurate records and models for
future use; Seaport task order modifications are generated by re-using
data from current versions of similar solicitations, improving
processing time and modification accuracy.
