
KeyLogic Awarded
Contract to Support U.S. Department of Labor
KeyLogic Systems,
Inc. has recently been awarded a multi-year contract to provide Earned
Value Management (EVM) policy support services to the U.S. Department of
Labor’s (DOL) Office of the CIO (OCIO). The team will assist DOL (OCIO)
with the implementation, coordination and enhancement of
newly-established EVM policies involving numerous major IT initiatives.
EVM metrics help
managers effectively monitor the actual progress of a project by
quantifying not only planned and actual costs, but also the “earned
value” of work in progress. This method of project progress reporting
has been adopted as the standard for the federal government by the
President’s Office of Management and Budget (OMB) and is required for
all major IT initiatives.
The KeyLogic team
will use the wInsight™ EVMS toolkit (developed by C/S Solutions Inc.) to
generate EVM data and graphs from project management data currently
maintained in Microsoft Project. The team will advise DOL (OCIO) and
project staffs on issues or inconsistencies with the data and provide
analysis of the metrics to assist in the formulation of corrective
action plans. Additionally, the team will conduct monthly workgroup
meetings and training to improve the overall quality of project data and
maintain EVM standards and requirements.
In addition to the
analysis of current project data, KeyLogic will provide general
strategic planning, development and coordination support to help refine
DOL’s EVMS processes, allowing the agency to eventually expand and apply
these processes to their entire IT project portfolio.
KeyLogic currently
performs or has performed similar EVM services for the U.S. Department
of Housing and Urban Development (HUD) and the General Services
Administration (GSA). “The EVM process is an important part of
effective project management and should not present an additional
administrative burden,” says Carl Butler, KeyLogic’s Technical Director
and an integral member of the EVMS support team. “Through the use of
these methodologies, we enable our customers to effectively manage their
projects, pinpointing areas of concern early on to facilitate actions
that can minimize or avoid delays to project progress.”
