Enhancing NOAA’s Facility Management
The Client: The National Oceanic and Atmospheric Administration’s Office of Finance and Administration oversees NOAA’s facilities and assets across the country.
The Challenge: NOAA had been collecting disparate data from facilities nationwide. To avoid cumbersome efforts aggregating data, NOAA wanted to move to a centralized data management system.
The Solution: KeyLogic, as a subcontractor, examined NOAA’s IT system related to asset management, asking these questions:
- What does NOAA need the system to do?
- How does the system currently function?
- How do we transition the system to what it needs to be?
In other words, KeyLogic experts employed Standards-Based Architecture (SBA) to:
- Bring together various sources of information
- Develop functional requirements
- Baseline the current information technology environment, or the as-is state
- Define the target architecture, or the to-be state
- Develop a Concept of Operations to detail how the to-be state will function
- Develop a migration plan for how to efficiently get from the as-is state to the to-be state
- Develop an Implementation Plan, including a Systems Engineering Management Plan
The Result: KeyLogic’s efforts provided the following benefits for NOAA:
- Streamlined Data Collection. KeyLogic designed a technology system to capture disparate information in a single, centralized database to facilitate more accurate accounting and more efficient and effective management.
- Meaningful Analysis. KeyLogic used aggregated data to generate meaningful reports identifying opportunities for reuse and sharing across the enterprise—giving NOAA more bang for its buck.
- Improved Stakeholder Communications. KeyLogic set up the Facilities Information Management System (FIMS) to provide customer contacts and end users with a wealth of online information. The website included the project’s overview and vision, a schedule of milestones and deliverables, a list of all project deliverables for download, a discussion area for comments and questions, and a directory of project personnel and key NOAA personnel.
