KeyLogic Gives DOI an OMB Compliance Boost

The Client: The Department of the Interior’s (DOI) Office of the Chief Information Officer (OCIO) provides information management leadership to the DOI and its bureaus. The initiatives it oversees run the gamut of DOI programs. These range from initiatives housed in the Bureau of Indian Affairs and U.S. Geological Survey to programs that track wild horses in the Grand Canyon.

The Challenge: The Office of Management and Budget (OMB) mandated that OCIO file regular IT initiative progress reports using the earned value management (EVM) method. When KeyLogic came on the scene, the office had no systematic EVM tracking in place.

The Solution: KeyLogic created an EVM system that breaks down progress data on a monthly and quarterly basis. It was relatively simple. KeyLogic set up two templates to help project managers record and report their projects’ earned value. One was created in Microsoft Project, for the few DOI projects where that project management software was in use. The other template was an EVM calculation spreadsheet built in Microsoft Excel. Roughly 80 percent of DOI offices use that tool. KeyLogic also provided the needed EVM staff training for every initiative.

The Result: DOI’s OCIO is now in compliance with the OMB’s EVM requirements. The office no longer receives OMB warnings about incomplete, inaccurate or non-reporting of EVM data. That all but eliminates the risk that OMB might halt IT projects for non-compliance. Other results include:

  • Improved Project Tracking. Individual project managers now have better access to their own internal project data. As a result, they are better able to manage and track their work.
  • Improved Troubleshooting. KeyLogic’s innovations allow the OCIO, for the first time, to view data from across the entire DOI portfolio. That allows the office to compare various projects’ performance levels. Now, if one IT project is struggling, the OCIO can pinpoint that problem quickly. Using that information, it can direct resources to assist that group or sub-agency to perform better.
  • Improved Communication. By serving as a resource of support for the OCIO, KeyLogic has opened new channels of communication between that office and its DOI leadership.
