Background

Francisco de la Chesnaye is a distinguished senior energy economics executive who specializes in bringing together multidisciplinary teams to deliver high-impact research, policy analysis, and decision-support tools that address the nation’s most complex energy and climate challenges. With 25+ years of leadership experience spanning the federal government, industry, and national- and international-scale research consortia, he has built a reputation for strategic vision, rigorous analysis, and deep expertise in energy systems modeling, climate policy, carbon management, and the emerging impacts of AI and data centers on the U.S. energy system.

 

Before joining KeyLogic, Francisco served as a Senior Technical Executive at the Electric Power Research Institute (EPRI), where he led an enterprise-wide integrated energy systems initiative and helped build EPRI’s landmark Low-Carbon Resources Initiative. Prior to EPRI, he served as the U.S. Environmental Protection Agency’s first Chief Climate Economist, providing economic analyses of major climate legislation and policies to the White House, Cabinet officials, and Congress. He also served as a Lead Author for the Intergovernmental Panel on Climate Change Fourth Assessment Report which won the Nobel Peace Prize.

 

Francisco holds a Ph.D. in Public Policy from the University of Maryland, an M.S. in Environmental Science from Johns Hopkins University, an M.A. in Economics from American University, and a B.S. in Economics from Norwich University, the Military College of Vermont.

Current Role

Francisco is Vice President, OnLocation Division.  He leads strategic growth, business development, and research execution for programs serving DOE, EPA, and other federal clients in areas including energy and environmental economic analyses, policy analysis, advanced energy technology assessment, and AI impacts on the energy system and the overall economy.  He also provides line and matrix management of multidisciplinary teams, develops sponsor relationships with senior government officials, industry, trade associations, and NGOs.
